Preamble |
|
| |
The
second half of the twentieth century has witnessed a tremendous development
in the field of Astronomy and Space exploration. Spacecrafts have reached
the remotest region of solar system. Man has landed and walked on the
Moon. Astronauts and Cosmonauts have spent long periods in space station,
carrying out experiments in zero gravity in preparation for cosmic journeys.
Space Shuttling and space walk have become almost a routine affair.
On
the other hand telescope both on the land and in the orbit, using the
whole range of the electromagnetic spectra from radio waves to gamma
rays are extending their range of exploration, right to the edge of
the observable universe and making astounding discoveries in the process.
To
cope with these fast developments in Astronomy, Cosmology and Space
Science and more of these to come up in the twenty-first century, it
is felt that it is high time to establish the Bangladesh Astronomical
Society with objectives, functions and set-ups as indicated :

01. Name
of the Organization
|
|
| |
The name of the
organization shall be Bangladesh Astronomical Society.
|
|
| |
|
|
| |
02. Headquarters
of the Organization
|
|
| |
The
Headquarters of Bangladesh Astronomical Society shall be located in
the Metropolitan area of the Dhaka city.
|
|
| |
|
|
| |
03. Aims and
Objectives |
|
| |
The aims, objectives
and powers of the Society shall be as follows:
|
|
| |
|
|
| |
| (i) |
To
propagate knowledge of Astronomy and Space Science among the people
of Bangladesh; |
| |
|
| (ii) |
To
persuade the appropriate authorities to introduce Astronomy in the
academic curriculum of schools, colleges and universities; |
| |
|
| (iii) |
To
persuade the Government of Bangladesh to establish a National Observatory
for study and research in the field of Astronomy and Space Science. |
| |
|
| (iv) |
To
set up Planetaria for imparting knowledge about Astronomy and Space
Science among students and general public; |
| |
|
| (v) |
To
set up facilities for observing celestial objects through optical
and radio telescope and other devices; |
| |
|
| (vi) |
To
set up an Astronomical Museum to display lunar and planetary materials,
meteorites and such other objects and to exhibit models of celestial
bodies, rockets, spacecrafts and other astronomical and space exploration
related objects; |
| |
|
| (vii) |
To
set up a library which will collect and store books, magazines,
periodicals, films, video cassettes, CDs, computers, software with
facilities for reprography and production of audio-visual materials; |
| |
|
| (viii) |
To publish books, magazines, newsletters, posters and others informative
materials on Astronomy and Space Science; |
| |
|
| (ix) |
To
develop a website to disseminate information regarding the activities
of the Society and other relevant information and to have e-mail
addresses to facilitate communication with the Society. |

|
| (x) |
To
hold seminars, workshops, meetings and sky observation sessions/parties
and to formally observe various astronomical occasions; |
| |
|
| (xi) |
To
link up/affiliate with the International Astronomical Union, Planetary
Society and similar other international astronomical organizations; |
| |
|
| (xii) |
To
keep regular contact with NASA, ESA, JAXA, CNSA, ISRO etc. to keep
abreast of latest developments in the field of astronomy and space
science; |
| |
|
| (xiii) |
(xiii)
To raise funds and to receive donations and bequest to finance the
objectives of the Society; |
| |
|
| (xiv) |
To
form Committees/Sub-Committees for smooth functioning of the Society; |
| |
|
| (xv) |
To
appoint auditors/audit firm for auditing the funds, assets and liabilities
etc. of the Society for consideration of the members at the Annual
General Meeting; |
| |
|
| (xvi) |
To
do such other things as promotional to Astronomy and Space science.
|
|
|
| |
|
|
| |
04. Membership
|
|
| |
There will be
the following categories of membership of the Society:
i) Member (ii) Associate Member
(iii) Affiliate Member (iv) Fellow
(v) Honorary Member (vi) Life Member
In addition,
the Society may decide to have Benefactors and Patrons of the Society.

|
|
| |
05. Eligibility
of Membership |
|
| |
| |
(i) |
Member |
| |
|
A Member should
be a mature person of sound mind preferably 30 years of age, holder
of at least a graduation degree from a recognized University with
special knowledge and aptitude in astronomy and allied sciences.
|
| |
|
|
| |
(ii) |
Associate Member |
| |
|
An
Associate Member shall be at least 18 years of age and have passed
the Higher Secondary Certificate or equivalent examination, having
special aptitude and interest in Astronomy. |
| |
|
|
| |
(iii) |
Affiliated Member |
| |
|
Any
organization or institution active in the field of Astronomy or
a related discipline may affiliate itself with the Society through
one of the senior officials of the relevant organization or institution. |
| |
|
|
| |
(iv) |
Fellow |
| |
|
A
person can be elected to the Fellowship of the Society in recognition
of his/her outstanding contribution in furtherance of the aims and
objectives of the Society. |

|
|
| |
(v) |
Honorary Member |
| |
|
Honorary
Membership of the Society may be awarded to a person of international
repute in the area of astronomy and space science. |
| |
|
|
| |
(vi) |
Life Member |
| |
|
A
general member paying an amount equivalent to 25 years membership
fee in advance may be registered as a Life Member. |
| |
|
|
| |
(vii) |
Benefactor |
| |
|
Any
person or organization making significant contribution to the Society
and its activities will be recognized as its Benefactor. |
| |
|
|
| |
(viii) |
Patron |
| |
|
A
person of eminence whose patronage may facilities and advance the
activities of the Society significantly, may be honored as its Patron. |
|
|

|
|

07. Rights
and privileges of Members |
|
| |
|
|
| |
Members,
Associate Members, Fellows, Affiliate Members, Honorary Members, Benefactors
and Patrons will have the right to participate in all the functions
of the Society, to receive the publications of the Society free of cost
and to use the Library and other facilities of the Society.
Provided that only Members, Fellows and Affiliate Members will have
the right to vote and to be elected to the Executive Committee of the
Society.

08. Admission
to the Membership |
|
| |
|
|
| |
Persons/organizations
or institutions wishing to be a Member of the Society in any particular
category may apply in appropriate form to the Executive Committee. If
the Executive Committee finds the applicant suitable for the admission
in the appropriate category, it may consider the case for admission
to the Membership of the Society of the said category, on receipt of
the appropriate fee and subscription.

09. Termination
of Membership |
|
| |
If
a Members activities are found to be detrimental to the aims and objectives
and/or to the goodwill and interest of the Society or if his/her fees
fall more than two years in arrear, or if he/she is found insane or
is found guilty in a court of law, the Executive Committee may terminate
his/her Membership. However, the membership may be restored if the Executive
Committee is satisfied about corrective steps taken by the defaulting
member.

There
shall be an Executive Committee to manage the affairs of the Bangladesh
Astronomical Society. The Executive Committee of the Society shall of
the following:

11.
Functions and responsibilities |
|
| |
| (a)
President |
(i)
To preside over meetings of the Society;
|
(ii)
To look after the overall admission and planning of the Society;
|
(iii)
To appoint, suspend or discharge any member of the staff in consultation
with the Executive Committee;
|
(iv)
To observe the income and expenditure of the Society and be a
co- signatory, if needed as per provision of the Constitution,
to operate the Bank Account of the Society.

| (b) Vice
President |
(i)
To chair different Sub-Committee(s) of the Society;
|
(ii)
To carry out responsibilities assigned to them by the President
or by the Executive Committee;
|
(iii)
To preside over the meeting of the Society in absence of the President
|
|
|
| |
| |
| (c) Treasurer |
(i)
To look after the accounts and financial matters of the Society;
|
(ii)
To prepare and submit the annual budget of the Society and to
present the statement of income and expenditure of the Society
during the preceding year for consideration in the Annual General
Meeting;
|
(iii)
To operate the Bank account of the Society along with the President
and General Secretary;
|
(iv)
To coordinate the efforts of raising funds for the Society;
|
(v)
To make sure that all the transactions of the Society are reflected
in the Bank Account.

| (d)
General Secretary |
(i)
To maintain and preserve the proceeding of meetings of the Society
and other official documents and to maintain Stock Register for
different categories of acquisitions for the Society;
|
(ii)
To arrange Meeting, Seminars Workshops and other scientific and
social activities of the Society;
|
(iii)
To arrange for publication of books, journals, magazine, souvenirs,
newsletters, etc. of the Society;
|
(iv)
To communicate and maintain contacts with national and international
organizations on behalf of the Society;
|
(v)
To look after public relation and to issue press release and other
information material on behalf of the Society
|
(vi)
To meet up petty expenses the secretary may keep a cash amount
of Tk. 5000.00 (Taka five hundred) in his custody as imprest money.

| (e) Joint
Secretary |
(i)
To carry out the responsibilities of the General Secretary
in the latter’s absence and to discharge any other responsibilities
assigned to him/her by the President or the Executive Committee.
|
|
|
| |
| (f) Members
|
(i)
To carry out responsibilities assigned to them individually or
collectively by the President or the Executive Committee;
(ii) To participate in meeting of the Executive
Committee, discuss and give views on proposals/issues presented
in the meeting.
|
|
|
| |
12. Meetings
|
|
| |
There
shall be four kinds of meeting of the Society: (a) Annual General Meeting,
(b) Ordinary General Meeting, (c) Executive Committee Meeting, (d) Scientific
Meeting.
(i) The Annual General Meeting shall be held at a place
and time notified by the Executive Committee, while ordinary General
Meeting may be held at any time at the Head Quarters of the Society
as the Executive Committee may decide, to transact any special business
of the Society. Both these meetings shall be confined to the Members
of the Society, while the scientific meetings shall be open to all scientists
and others interested in the specific topic of the scientific meeting.
(ii) (a) The quorum for General Meetings of the Society
other than scientific meetings shall be one-fourth of the total numbers
of member, fractions being ignored.
(b) Quorum of the Executive Committee shall be five.
(c) No quorum shall be required for scientific meetings.
(iii) At least two weeks’ notice shall be served
for Annual General Meeting and Ordinary General Meetings of the Society,
while at least one week’s notice shall be served for meeting of
the Executive Committee-- Days being counted from the date of issue
of the notice. In case of any emergency, at least 24 hours notice by
letter or by phone should be given.
(iv)
The Chairman of all
meetings of the Society or of its Executive Committee shall have a second
or casting vote, it required.

13. Tenure
of Office |
|
| |
The
Executive Committee shall be elected for a three-year term by direct
vote by ballot of Members, Associate Members and Affiliate Members,
provided that each of the office- bears so elected will be eligible,
on expiry of the term for re-election.
|

| |
|
|
| |
14. Filling
up of Vacancies |
|
| |
If
any position of the Executive Committee falls vacant due to demise,
long absence, resignation, or termination of Membership, the Executive
Committee may co-opt a suitable member to fill up the vacancy for the
remaining period of its tenure.
|
|
| |
|
|
| |
15. The Accounts
of the Society |
|
| |
The
Society shall open Bank Accounts with some Scheduled Bank(s) of Bangladesh
in the name of “Bangladesh Astronomical Society”, to be
operated jointly by any two of the following Office Bearers of the Society:
|
|
| |
a)
President,
b) Treasurer,
c) General Secretary
|
|
| |
|
|
| |
16. Interpretation
|
|
| |
In
case an interpretation of any of the provisions in the Constitution
become necessary, the interpretation given by the President of the Society
shall be final.
|
|
| |
|
|
| |
17. Amendments
to the Constitution |
|
| |
If
a change in any provision of the Constitution is considered expedient,
the same shall be proposed by at least one-third of the total number
of member of the Executive Committee quoting the existing provision
along with the proposed change, for consideration of the Executive Committee,
provide that no change in the constitution shall be valid unless it
passed by the majority of the members present in the general meeting
where due notice has been given for the proposed amendment.

18. Dissolution
of the Society |
|
| |
If
by any chance and for any reason the Society becomes defunct, its assets
and liabilities shall be handed over to an allied organization to be
decided by two-thirds of the voting members or by the Registration Authority.
